The annual Federal Employee Viewpoint Survey will begin November 1 with a second phase the following week, the second straight year the survey was conducted in the fall following the delay due to the pandemic last year.

Like last year’s survey, the upcoming one will have fewer questions than in the past regarding some aspects of federal employment although it will continue to assess issues that make up the “employee engagement” and “global satisfaction” indexes. The reduction is to make room for questions about agency responses to the pandemic, some of which will be modified. The survey is to remain open for about five weeks.

“Employees are more likely to participate in a survey when they hear from leadership that their feedback is valued and used to make a difference in their agency. The quality of the information your leadership team receives is improved when you support employee participation in the survey,” OPM said in a memo to agencies.

“As we near the 2021 OPM FEVS, please show your employees your support for the survey. If you have not done so yet, a good place to begin is by sharing results of the 2020 survey. Tell employees about steps taken based on the findings within your agencies and what the outcomes of those efforts have been. In addition to sharing information, providing official time to complete the survey can help increase participation rates. These steps together send a powerful message that leadership values employee opinions,” it said.

Results of the survey, which goes to nearly all federal employees, are used for internal agency purposes and form the backbone of the high-profile report on best and worst places to work in the federal government by the Partnership for Public Service. Highly rated agencies commonly tout their results on their websites and in recruiting, while lower-ranked ones often find themselves called before Congress to explain why.

The survey will return to its normal schedule of being conducted in the spring next year, the memo said. OPM had recently announced that it soon will conduct a separate, smaller survey of employee views of their benefits.
