In the latest budget proposal, DoD repeated arguments it has used in the past to support its proposals to create two more rounds of closings—2003 and 2005 are suggested—saying that despite four rounds of closings, infrastructure reductions have lagged behind force reductions. “These excess facilities drain resources that could otherwise support modernization, readiness and quality of life,” DoD argued. Formal base closing legislation will be proposed in the spring. Meanwhile DoD says it will begin other strategies as well, for example by simply demolishing unneeded infrastructure.
