Meanwhile, the Defense Department—which issues its own travel policies separate from those of other agencies–has announced several exceptions for its own personnel, including employees deployed during a war or national emergency, those traveling to or in a foreign country where the infrastructure does not support use of the travel card, those for who use of the card would pose a threat to national security or mission requirements or to personal safety, and in certain other circumstances.
