Emergency Leave Transfer Authority Expanded

OPM has authorized creation of an emergency leave transfer program for federal employees affected, personally or through family members, by the California wildfires. Under such programs, employees of the same or other agencies can donate annual leave to employees affected by disasters who need additional time off from work, typically after having exhausted their own paid leave. Agencies with affected employees determine details of their programs. OPM previously authorized emergency leave transfer programs related to Hurricanes Harvey, Irma and Maria. In those cases, OPM further authorized special charitable solicitations outside the Combined Federal Campaign.
