The House has passed HR-1557, which would grant greater independence to agency equal employment offices, where federal employees must initially bring complaints that they have been victims of discrimination or retaliation for alleging discrimination. Agency EEO offices would report directly to the agency head and could not be under control of HR or general counsel’s offices, and agencies would have to post on their websites for at least a year detailed information about any violation that has been found, along with a notice of whether any disciplinary action was taken against those who took the improper personnel action. In addition, the EEOC would have to refer to the OSC any of its rulings of discrimination or retaliation for possible prosecution as a prohibited personnel practices.
