What likely will be the largest change in the program for the 2016 plan year already has been determined: addition of a self plus one option to the current self-only and self and family coverage options. That was approved in a change in law in late 2013 but OPM couldn’t get it ready in time for the 2015 plan year. Some guidance already has been sent to carriers on administrative issues and OPM has made clear that the second person would have to be someone who would be eligible under existing family coverage policies—as is the policy in the separate FEDVIP vision-dental insurance program, which has had a self plus one option since its inception eight years ago. Eligibility to make changes due to certain life events also is expected to reflect current policies, in which changes that reflect the event — for example, switching from self-only coverage on marriage — are allowed.
