The OPM data also show that federal employment as measured in that count – which is a headcount as of certain dates that includes part-time, seasonal and certain other categories but excludes postal employees and most intelligence agencies – stood at 2,045,707 as of last September, down from the peak year over the last five years of 2,130,289 in 2011, a drop of about 84,600. However, the reduction in temporary employees accounted for about half of that drop, down from 183,121 to 143,786—even though temporary positions make up only about 8 percent of the workforce in that count. The numbers differ from certain other ways of counting the federal workforce, including that presented in budget documents that present employment in terms of full-time equivalent workyears.
