Though the Clinton administrations’ budget would allow active employees to pay health care premiums from pre-tax wages, it does not include retirees in the proposal. That’s a glaring oversight, according to Frank G. Atwater, president and CEO of the National Association of Retired Federal Employees. While commending the administration on the thrust of the proposal, Atwater said: “Unfortunately the President missed a golden opportunity to assist those who might need this help the most — federal retirees living on fixed incomes.”
