The Office of Personnel Management has issued a memo to agencies telling them that as the elections approach they should “review all personnel actions carefully to ensure the actions meet all civil service laws, rules, and regulations and are free of impropriety.” In other words, OPM is telling agencies to watch out for political appointees moving into career or other protected positions in order to remain employed no matter who wins in November. That practice commonly is called “burrowing in” and it’s a sore spot for careerists who may lose out on potential promotions. (See related item below.)
