In addition to the personnel flexibilities, Defense officials have said they will: seek a one-time reorganization of the department under “fast track” approval procedures; transfer some 1800 personnel who conduct background investigations to the Office of Personnel Management; seek expanded authority for competitive outsourcing, and contract-out the Defense Logistics Agency printing functions. The personnel and other changes would require congressional approval; formal proposals are expected to be sent to Capitol Hill soon.
