A review by OPM has recommended eliminating some four dozen occupational series, underscoring the changing nature of federal work due to trends in technology and, in some cases, turning over to the private sector tasks previously performed by federal employees.

OPM said that “due to the evolution of work” 28 white-collar occupational series and 19 blue-collar occupational series now have so few employees that they should be combined with others, for purposes of classifying and in turn setting salaries.

“Additional considerations for cancelling the proposed occupational series include the work is not agency-specific or agency mission critical work. We are not proposing to cancel occupational series whose work is so specialized that it is not classifiable to any other series or which have individual occupational qualification requirements,” it said.

Among white-collar occupations are several clerical series—including clerk-typist, correspondence clerk and communications clerk—that once were mainstays of the federal workforce. Also on the list are several series related to the arts, cargo scheduling and laundry operations services.

Among blue-collar occupations are several relating to construction, manufacturing, equipment repair, and operation of locomotives.

OPM previously had cancelled a number of job series for the same reasons in 2017. In a memo to agencies asking for their feedback its current list, OPM further invited them to recommend additional job series for cancellation.
