Action in both the House and Senate has sent a strong signal on the January 2001 federal employee raise, with key committees endorsing a 3.7 percent increase for military personnel, whose raises have set the marker for civilian raises for many years. The 3.7 percent figure comes as no surprise since that’s the amount indicated in a formula Congress set last year for future military raises and also was the number in President Clinton’s budget proposal earlier this year for fiscal 2001.
