Some 120,000 federal employees are being sent a survey from the MSPB on their views of how well their agencies follow the “merit principles” of fair treatment in personnel decisions. The occasional survey is separate from the broader annual one from OPM that touches on some of the same topics. Questions will focus on issues such as fairness in selection, evaluation, promotion and other decisions as well as the prevalence of prohibited personnel practices such as whistleblower retaliation. The web-based survey is being sent to a random sampling of employees in 25 agencies. MSPB said it does not maintain personally identifying information such as name or email address as part of the response, and will not publish the results in a way that would enable anyone to associate individuals with their responses.
