Next year the Defense Department will see a surge in civil service workers leaving the agency as baby boomers (the average one turns 55 in 2001). This will come at a time when there are about 76 percent fewer 20-somethings in its work force than a decade ago, says a senior DoD official, who added that there is a huge turnover in that group. As for 30-somethings, DoD also has 50 percent fewer of them available to move into the more senior positions.
