One of the White House’s budget books in essence defends the current pay levels of federal employees against outside studies finding—contrary to the government’s own reckoning—that federal workers are substantially overpaid when compared with the private sector. As had past budgets, it notes that the federal workforce is not a mirror of the workforce as a whole and argues that comparisons with average salaries are misleading. The federal workforce is older, more highly educated, more concentrated in the highest-paying occupations and less concentrated in the lowest-paying ones, it says.
