Is it possible to retire in 2017 but not take the lump-sum payment for accrued annual leave until 2018?

If I have accrued 2018 annual leave and retire in 01/31/2019, will I get a lump sump payment for my accrued 2018 annual leave?

It depends on when you retire in 2017 and your agency. Normally annual leave payouts are within 1-2 pay periods after you leave/retire. So if you retire the end of December, for example, it would be paid out in January.

I am going to have to refer you to the IRS website for further information. Whether you can contribute to an IRA is dependent on your income level, marital status and other pertinent information. https://www.irs.gov/retirement-plans/plan-participant-employee/retirement-topics-ira-contribution-limits
