Can a federal employee get pay retention for a medical condition discovered after stepping down?

If performance dropped and the employee did not feel they could perform at the higher grade as a manager, then a few months later discovered a medical condition that affected memory and performance, would that employee be able to go back and get pay retention due to the medical condition?
