I am medically retired with 13 years of service. In 2005, HR requested documents to determine leave hours, those documents were provide and the HR manager there at the time granted eight hours per pay period. After multiple ERRS inspections finally the agency decided to forfeit my leave and sent me a letter of indebtedness. The agency acknowledged that the error was its’ own fault. Am I liable for this?
