FEHB for two retired Feds in retirement

My husband and I are both retired Feds. I have carried the FEHB insurance for 25 years. We now would like to get separate plans as it would be cheaper to have two individual plans since we no longer need the family plan. From what I understand even though he has been under my plan he should be able to start his own plan. Does anybody know where there might be written information on this?

The FEHB Handbook provides us with guidance on who can take FEHB into retirement. It states the following:
Requirements
Employees are eligible to continue health benefits coverage, upon retirement, if they meet all of the following requirements:
• he/she is entitled to retire on an immediate annuity under a retirement system for civilian employees (including retirements under FERS Minimum Retirement Age + 10); and
• he/she has been continuously enrolled (or covered as a family member) in any FEHB plan(s) for the 5 years of service immediately before the date the annuity starts, or for the full period(s) of service since his/her first opportunity to enroll (if less than 5 years).
Now, since your spouse was eligible under your coverage, during an open season, you can complete an SF-2809, FEHB Election Form, https://www.opm.gov/forms/pdf_fill/sf2809.pdf, to remove him from your coverage and he will complete the same form to elect his coverage using event code 1M. Be sure and send copies of your former SF-2809 to show he was on your plan and send a note to OPM saying you wish to coordinate coverage so there is no lapse for either of you.
