FERS non-retirement annuity with military service credit

I am leaving the USG with 4 years, 9 months, and 8 days of service. I fall under the LEO FERS.
I completed payments into FERS to receive appropriately 3 years and 8 months of military service credit.
My agency has notified me that I can withdraw my FERS contributions at any time or receive an annuity at 62.
I thought I needed 5 years of Civil service not counting the military credit though?

I am sorry to admit your agency is incorrect. The CSRS FERS Handbook is very clear, https://www.opm.gov/retirement-services/publications-forms/csrsfers-handbook/c041.pdf page 12, states: If an employee has the minimum 5 years of creditable civilian service, creditable military service may be used to meet the balance of years of service necessary for a voluntary retirement. If there is a chance you might return to federal service, leave the money in the retirement fund or just stay 2+ months!

Thank you so much for your response. I thought that sounded incorrect.
If I did cash out my FERS contributions and cam back to civil service in a few years how would that effect a 20 year FERS LEO retirement?
