Which Retirement System Do I Belong In – FERCCA Case?

I’ve recently been notified by HR that I’ve been identified as a FERCCA case and need to choose between CSRS Offset or FERS. I began Federal employment 12/12/83, had a break in service 10/26/86-3/8/87, returned 3/9/87 and have had no other breaks in service. Currently coded as CSRS.

Based on your statements above, it appears you could be CSRS because you were hired prior to 12/31/1983 and your break in service was less than one year. A couple of questions to further clarify. When you were hired on 12/12/1983, were you covered by CSRS? When you returned to federal service 03/09/1987, what retirement coverage did you have. And final question, what rationale did they give you for being FERCCA?

OH MY GOODNESS…I certainly hope not. I cannot believe they think it should be held until retirement…this issue needs to be clarified now. The good news is, it really sounds like you ARE covered by the correct retirement plan.

If you did not elect to transfer to FERS, and you never had FICA withheld from your paycheck (you can check by setting up a mySSA account with Social Security Administration and you'll be able to view your Social Security and Medicare wages for each year, the Social Security column would be 0 and the Medicare would be the 1.45% withhheld for CSRS employess), then you are CSRS.

lastoftheCSRSers: The problem COULD be if the agency made an error, placing someone erroneously in CSRS, then you are correct, there would be no FICA deductions but that doesn’t always mean there was no error by the agency.
