Legislation authorizing reimbursements of up to $1,100 to service members, their families and certain groups that bought health, safety and protective equipment for use in Iraq and Afghanistan has not yet been implemented. Under the law, the Defense Department was to develop regulations for the reimbursements by Feb. 25. When the date passed without action, Sen. Christopher J. Dodd, D-Conn., wrote Defense Secretary Donald H. Rumsfeld requesting the department to comply. “There should be no higher priority for our government than ensuring that American troops are well equipped,” he stated. Rumsfeld will respond to the letter after he reviews it, said a spokesman. The legislation covers purchases made from Sept. 11, 2001, to July 31, 2004.
