In guidance that could apply equally as well to other
agencies, the Army’s civilian personnel office has told
human resources officials to remember the distinction
between regular compensatory time off for employees–which
typically is earned by employees in lieu of overtime–and
the new compensatory time off for travel entitlement.
Under the travel policy, employees not can get comp
time for hours spent in a travel status that are not
otherwise reimbursable, within certain limits. However,
this category of comp time should not be recorded as
regular comp time, the guidance says, because the law
precludes comp time for travel to be converted to paid
overtime. It said that personnel offices should maintain
manual records until the Defense Finance and Accounting
Service is ready–expected in June–to handle the new coding.
