The summary also said the DNI would consult with agency

heads to develop personnel policies and programs to staff

intelligence community management positions and promote

joint operations, something set forth as a precondition

for individual advancement to certain positions.


It said the national intelligence program would establish

other incentives for personnel to serve in the DNI office,

national intelligence centers, NCTC, or other management

positions, in such a way as to reproduce “the joint

officer management policies established by the

Goldwater-Nichols Department of Defense Reorganization

act of 1986,” and subsequent amendments.


It would be considered “joint duty” when commissioned

officers from the Department of Defense are assigned to

the DNI office, and said the DNI would have the same

authority over personnel as the CIA director has over

CIA employees.
