The Department of Homeland Security has announced it awarded

a blanket purchase agreement to Northrop Grumman IT to

support the implementation and maintenance of MAXHR, DHS’s

new human resources management system


The system is focused on building a high performing

workforce with an emphasis on recruitment and retention, and

final HR regulations will be announced by this fall, said DHS.


It said the award of up to $175 million would bring expertise

in pay systems development, performance management and

managerial training and development.


Northrop Grumman IT is to provide program management and

integration, including in-depth functional expertise with

pay, performance, classification, labor relations, adverse

actions and appeals, communications support, training and

organizational change management, and assistance

implementing an enterprise-wide IT system.
