The Federal Labor Relations Authority has developed draft negotiability-training materials and has been seeking input before finalizing, posting them online and beginning training.
The FLRA said it wants the materials to be the foundation for a comprehensive negotiability-training program that it plans to introduce later this year, and that will help employees, unions and agencies resolve issues under the Federal Service Labor-Management Relations Statute.
The materials address negotiability terms and concepts, the FLRA’s negotiability process, the basis for dismissing negotiability petitions, and some substantive issues that frequently arise in negotiability cases, including management rights.
