GAO Urges More Attention to Management Issues Crossing Agency Lines

The GAO has urged more attention be paid to management issues that cut across agencies, saying that “Many of the meaningful results the federal government seeks to achieve, such as providing homeland security and cybersecurity, are crosscutting in nature.”

“Achieving results in these areas requires the coordinated efforts of more than one federal agency, level of government, or sector,” and drove enactment of Government Performance and Results Act and its later update, a report said. Those laws were designed to “create a more integrated, crosscutting performance planning and reporting framework to support the federal government’s achievement of results” through steps such as creating cross-agency priority goals.

Those “CAP” goals are four-year goals for crosscutting mission areas such as finances, human capital, IT, procurement and acquisition, and real property management. The next version is due in February.

In the latest of a series of status reviews, the GAO said that OMB and agencies have implemented most recommendations the GAO has made over time, for example by making greater use of performance information in decision-making, clarifying definitions of performance goals and responsibilities, and improving transparency through more consistent public reporting.

However, it called on OMB to implement pending recommendations relating to crosscutting issues such as efforts to create an inventory of federal programs and efforts to increase federal transparency and the improved use of performance information. It said that OMB provided updated information the status of some recommendations but made no comment.
