GSA has laid the groundwork for the third generation of SmartPay cards, issuing a request for proposal soliciting suggestions from industry and users for improvements in the program.
GSA expects to issue a formal contract solicitation in the months ahead. The current contract expires in late 2018.
GSA said SmartPay “is the largest payment solutions program in the world” with more than three million purchase, travel, fleet, and integrated accounts, supporting more than 350 customer agencies/organizations. In FY 2015, agencies and organizations spent $28.4 billion both domestically and internationally and since inception, SmartPay spend has totaled approximately $432 billion with refunds earned topping more than $3 billion, it said.
GSA said it is interested in: having a simplified refund structure which takes into account volume of spend, speed of pay, and other factors; eliminating the need for productivity refunds and associated calculations; a separate fleet business line that includes enhanced product and service offerings; addition of a separate ePayables business line; additional loyalty programs; and ability to ensure that tax exemptions are accounted for at the point of sale, particularly for the travel and fleet business lines.
