Guidance Issued on Grant Reporting Requirements

OMB has issued, in memo M-16-18, guidance to several agencies on carrying out a requirement in a budget law to report–in their agency financial report or performance and accountability report and performance plans and budgets–undisbursed balances in expired grant accounts for the preceding three fiscal years.

That requirement applies to amounts that remain available for expenditure on an expired grant award before it is closed out, including budget authority that is no longer available for new obligations but is still available for disbursement, it said.

The memo says that the reporting requirement—applying to Commerce, Justice, NASA and the National Science Foundation—applies at the department, agency, and instrumentality level and requires specifying the total amount that has not been obligated to a specific grant or project remaining in the accounts, details on actions planned to resolve them, and how such balances are tracked and identified for return to the Treasury.
