OPM has told agencies to bear in mind flexibilities available for offsite work, administrative leave and reassignments for employing and retaining spouses of military personnel.
The guidance on chcoc.gov follows an executive order issued in June that was the latest in orders and changes in law over more than a decade encouraging agencies to employ military spouses, citing the difficulties they face due to the frequent relocations of military personnel. The guidance says that agencies should:
* “review and evaluate the use of telework and remote work that may benefit military spouses or caregivers, as they create telework and remote policies for their workforce.”
* establish policies to provide up to five days of administrative leave for a spouse accompanying servicemember’s officially ordered relocation and “adopt policies that promote the use of additional workplace flexibilities that will further assist military spouses.”
* use flexibilities to reassign employees to other positions internally or in other agencies under a “compassionate transfer” arrangement.
The guidance also reminded agencies that such actions must be consistent with merit principles and that any applicable bargaining requirements must be met.
