During the conference on the Defense bill, negotiators also
once again split the difference between the two chambers
regarding management of DoD’s acquisition workforce. The
House for many years has pushed provisions to cut that
workforce–which is predominantly civilian although it does
have uniformed military members–as an efficiency measure,
while the Senate has resisted those efforts.
The House version of the 2005 bill contained a provision
that would require a 5 percent reduction in the number of
defense acquisition and support personnel in the Department
of Defense on or before October 1, 2005.
The Senate amendment meanwhile contained a provision that
would require a 15 percent increase in the defense
acquisition and support workforce during fiscal years 2005
through 2007.
The conference report does not include either provision.
