The House Government Reform Committee is preparing to
consider comprehensive energy policy legislation–H.R.
6–and committees with jurisdiction over federal energy
policy have been tasked with marking up relevant energy
policy provisions in their jurisdictions to form the
foundation of the bill, the committee has announced.
It said chairman Tom Davis, R.-Va., and ranking member
Henry Waxman, D-Calif., have identified provisions in
the draft energy policy legislation currently being
considered by the Energy and Commerce Committee under
the jurisdiction of the Government Reform Committee, and
introduced them in a standalone bill, HR-1533, that the
reform committee will consider on April 20.
Energy policy provisions falling within the reform
committee’s jurisdiction deal with the federal procurement
of energy efficient products and services–including
the authority to contract for energy-related research
and development, the committee said.
It said the provisions also include employment matters
relating to new federal positions, annuity computations
and whistleblower protections available to federal
employees; and reporting requirements regarding improved
efficiencies through telecommuting policies.
