Intelligence Community to Get Pay for Performance System

The Office of the Director of National Intelligence has announced a new “national civilian compensation program” that it says will help it recruit, reward and retain its premium workforce.

It said that under the NICCP – based on a pilot at the National Geospatial Intelligence Agency – pay would be based on employee performance as well as the labor market.

DoD, DHS, the CIA, parts of the FBI and the ODNI all are fall under the system. The Defense Intelligence Agency is reportedly slated as the first to convert in September.

"It will enable us to reward our employees when they meet or exceed our performance expectations, while ensuring that they keep pace with our competition in the labor market,” said DNI Mike McConnell.
