Interagency Council Set Up on ‘Made in America’ Initiative

The Biden administration has established an interagency council to coordinate agency activities under its Made in America initiative, the latest in a line of such councils focusing on elements of its policy and management initiatives.

One of the administration’s earliest actions sought to build on prior “buy American” laws and policies for federal agencies to buy U.S.-sourced materials and goods, including tightening the conditions for allowing waivers and creating an office in OMB responsible for reviewing such requests.

The new council aims to create “a regular forum and community for agencies to collaborate as they work to strengthen the use of federal procurement and federal financial assistance to increase reliance on domestic supply chains and reduce the need for waivers over time,” an announcement said.

“The council will also share data that can help promote domestic sourcing and best practices across agencies that are facing similar challenges and opportunities, and also surface recommendations to help build and expand critical U.S. supply chains,” it said.
