More generally, the report recommends that agencies shorten

job announcements and replace negative or confusing language

with clear descriptions and instructions for applying, and

it says many agencies have started to show progress by doing so.


“Appearing disorganized or unprofessional gives the impression

that the agency is bureaucratic and non-responsive and

discourages applicants from applying,” said MSPB, adding that

name recognition helps agencies compete with private sector

corporations.”
