The Office of Government Ethics has released new educational materials on ethics issues, designed for agencies to use in their training of new employees and refresher courses for onboard employees.
For example, a booklet titled Ethical Service is a .pdf file that an agency can tailor to meet its needs and those of its employees. “This booklet provides new employees with an introduction to the fundamental ethical obligations of public service. The content is organized around three “expectations” of ethical service: awareness, engagement, and accountability,” OGE said in announcing the new materials.
Three other booklets for new employees cover general principles of ethics, the standards of conduct and conflict of interest laws.
For annual ethics training of current employees, OGE released a new kit including a training booklet, a library of annual ethics training scenarios, and a “how to” series of videos designed to prepare agency ethics officials to present the training scenarios.
The scenarios also can be tailored to fit an agency and “are designed to help employees build the skills they will need to identify ethics issues and seek help from agency ethics officials. The issues arise in these training scenarios in much the same way they tend to arise in the real world: subtly and often without clear delineation,” it said.
