Nomination Made for Government Ethics Office Director

President Biden has nominated to become Office of Government Ethics director David Huitema, who manages the State Department’s ethics program and previously served as an attorney-adviser in several bureaus of that department.

“Huitema has also provided legal advice on internet and international telecommunications issues, presidential permits for transboundary pipelines, policy towards Cuba, and Foreign Service personnel matters,” according to a White House fact sheet. If confirmed, he would replace Emory Rounds, whose term expired earlier this year.

The OGE nomination joins several others still pending before the Senate for positions important to the federal workforce. Both the FLRA and the MSPB have a vacancy on their three-member boards, although with two members they have continued issuing decisions.

Biden earlier nominated Henry Kerner, head of the Office of Special Counsel, to the open MSPB seat; if confirmed a nominee to head the OSC in turn would be needed. A nominee for the FLRA board also is still pending, as is a nominee for the FLRA general counsel position—which is key to deciding which labor-management disputes the board reviews.

The five-member governing board of the TSP also has a vacancy.
