OMB Cites Progress With PART Reports

OMB has issued additional guidance on the use of the program assessment-rating tool — or PART, based on a review of about 65 percent of 2007 agency PART reports.

It cited improvements in the quality of the responses. For example, most explanations are more precise and well written, the use of acronyms and jargon are down, and evidence cited by agencies more directly supports the explanations to the questions, OMB said.

However, a number of challenges remain drafting explanations and providing evidence, and the guidance calls on resource management offices to review 2007 assessments and reassessments completed in their program areas and working with agencies to make needed revisions.

By June 19 an appeal board will have issued all appeal decisions raised by agencies to PART ratings, OMB said.
