OMB Phasing out Paper Earnings and Leave Statements

OMB has announced that the federal government will begin phasing out paper earnings and leave statements by making electronic statements by default.

It said the switch could save about $4 million, and that employees could still opt-in for paper statements using the National Finance Center’s electronic delivery system – the Employee Personal Page. 

While 95 percent of employees serviced by NFC already have access to their electronic statements, 60 percent of employees still receive paper-based, USPS-mailed statements.

OMB said agencies should work with NFC representatives to identify the earliest opportunity this fiscal year to implement electronic delivery as the default option, though it acknowledged that the new policy could take a while to implement.
