In anticipation of politically motivated appointments toward
the end of the current Presidential term, OPM is promoting
merit system principles in hiring.
Director Kay Coles James said in a memo that appointments
of Schedule C and non-career service positions should be
scrutinized regarding fair and open competition. “All
official personnel records should clearly document the
continued adherence with federal merit principles and remain
free of any prohibited personnel practices,” she said.
OPM will continue to require the pre-appointment review of
all competitive service appointment actions involving the
appointment or conversion of a Schedule C or non-career
SES employee. It will also continue to conduct merit reviews
of proposed SES selections of schedule C or non-career SES
appointments prior to their presentation to a Qualifications
Review Board, it said.
