OPM, CHCOC and OMB Announce HR Improvement Effort

The Chief Human Capital Officers Council has announced an effort with OPM and OMB to revise the human capital planning, reviews and reporting framework.

One key objective of the integration effort is to develop and implement workforce strategies that advance progress on each agency’s mission and performance goals and objectives.

A second objective is to streamline core HR policies, procedures and technology to focus HR operations on supporting managers and employees in hiring, engaging, and retaining top talent, while reducing time and costs of HR processes and reporting.

According to the memo – available at chcoc.gov — OPM and OMB will help agencies develop workforce management strategies that advance specific mission goals.

To advance the second objective, CHCOC plans to identify and promote best practices and increase shared delivery and co-investment in common HR functions and systems that strengthen HR services.

A reduction in HR reporting requirements is also being considered through the initiative.
