The Office of Personnel Management launched two new online
resources, a website for the chief human capital officers
council, and an online federal hiring flexibilities
resources center.
The council website — www.chcoc.gov — provides links
and access to memoranda, benefits administration letters
and documents covering a range of HR areas including
personnel administration, recruitment issues, employment
benefits, and employee security and emergency preparedness,
said OPM, calling it an extension of the council’s role
as a communications tool to help form and shape federal
HR policy.
It said a new hiring resource “center” — available at
opm.gov — gives hiring professionals tools to implement
hiring flexibilities in their agencies, including
direction and guidance on appointment of veterans,
direct hire authority, student employment, excepted
service employment and category rating.
The site features a series of questions HR specialists
can ask to determine which flexibilities best meet
their agency’s needs, as well as overviews of each
authority with relevant statutes and regulations,
implementation instructions and agency best practices.
OPM has asked for feedback from managers and HR
professionals on improving the site, adding, “Our goal
is to help agencies create custom solutions for their
hiring needs, while adhering to the merit system
principles.”
