OPM has issued a memo reminding agencies of an authority already on the books to reemploy annuitants to fill acquisition-related positions when there is a temporary emergency hiring need.
It provided a template for delegated salary offset waiver authority for those positions in order to expedite requests: www.chcoc.gov/Transmittals/TransmittalDetails.aspx?TransmittalID=1409.
The templates are designed to help staff better focus on the kinds of information required in a dual compensation waiver request, said OPM, adding that use of the templates would speed up processing times and help agencies meet needs under the Recovery Act.
Further, agencies may wish to rehire retirees or others who left their government jobs with buyouts, and depending on the specific statute under which an individual received the buyout, agencies may request a repayment waiver from OPM when the individual is uniquely qualified for the position being filled.
