Panel: Relations Between Drug Czar and Congress Debilitating

A National Academy of Public Administration panel has said that relationships between the Office of National Drug Control Policy and Congress have become so strained that it’s undermining the government’s efforts to fight drug abuse and its consequences.

After completing a lengthy study of management practices at ONDCP, the panel said national drug control strategies since 1999 have been inconsistent, heavily reliant on data from a single source, and have not focused on comprehensive assessments of the status of the drug problem.

It called on ONDCP to develop a comprehensive multi-year strategy informed by high-quality and diverse data covering all age-groups, illicit drugs, and regions of the country. 

The report said ONDCP is top heavy as well, with 25 percent of its workforce consisting of political appointees, and too many managers and supervisors.
