Proposed Sunset and Results Commissions Face Tougher Resistance

The committee also criticized the administration’s renewed proposal for so-called sunset and results commissions.

The committee passed legislation along party lines in the last Congress that would authorize commissions to periodically review federal programs to recommend changes or program terminations, but key Republicans removed the bills from the calendar partly out of reservations about ceding turf to the executive.

Under the proposals, the recommendations would be considered under expedited procedures and Congress would have to proactively intervene within two years to reauthorize a program recommended for termination.

The President would appoint the commission but congressional Republicans and Democrats would have a say on who gets appointed.

The committee said the proposal would be a means to put programs the President does not like on the chopping block under fast-track procedures, while supporters see it as a way to further integrate the performance review processes into federal operations.
