Harris Interactive said it has asked the same set of
questions every year since 2000 in its public opinion poll
for federal agencies, and found that opinion of federal
agencies rises or drops sharply in response to events.
It said the NIH lost nine percentage points from an 80
percent approval rating while the FBI lost five points from
last year, but noted the high approval ratings retained by
those agencies
