Reforms to IT Staff Also Cited

The report also cited progress in complying with the E-Gov Act’s requirements for improving the federal IT workforce, including through training programs that have a broad range of disciplines corresponding to the needs of each agency.

It cited as an example the DoD cyberspace workforce management strategy, designed to transform legacy IT and information assurance personnel into a cohesive workforce. To reach that goal, DoD is leveraging established training and education resources, including those run by the military services and commercial providers.

Similarly, Education has developed required cybersecurity and privacy awareness training for government employees and contractor staff, and HUD’s security awareness program includes components designed to protect the confidentiality, integrity and availability of the department’s systems and the information they contain, the report said. This includes mandatory annual security awareness training, weekly tips disseminated to all employees and security alerts as circumstances warrant.

It added that OPM has defined cybersecurity work by 40 work categories and specialty areas and has created a database that will be made available to agencies to serve as a resource in shaping the federal cybersecurity workforce. It said that more than 100 federal occupational series involve significant cybersecurity responsibilities.
