Report on Employee Survey Shows Top Agencies by Category

A newly issued report from OPM on the Federal Employee Viewpoint Survey conducted in the summer shows top agencies by category in the indexes generated from the data, including that among very large agencies, HHS was tops in the employee engagement measure.

That measure is the most closely watched of the index, since it is commonly seen as a proxy for employee morale. The 78 percent positive figure for HHS was up by three points over the 2022 survey, while there were also gains among the other category winners: 85 percent for GSA in the large agency category, 83 for FERC among mid-sized agencies, 89 for the National Indian Gaming Commission among small agencies, and 98 for the Marine Mammal Commission among very small agencies.

Those agencies also were tops in their categories in the global satisfaction index, which includes measures of satisfaction with pay, the organization and the job.

HHS, GSA and the Marine Mammal Commission also led their categories in the performance confidence index, which measures views about how well the agency carries out its missions, although the FTC led medium-sized agencies and the Office of Special Counsel led small agencies.

HHS, GSA and FTC led their categories in the DEIA index while the OSC was tied in the small agency category with the Pension Benefit Guaranty Commission and the Federal Permitting Improvement Steering Council led among the smallest agencies.

In the employee experience index, which measures how connected employees feel to their jobs and organization, top agencies in declining order of size were HHS, EPA, FTC, OSC and Marine Mammal Commission.

OPM earlier had released government-wide data on those indexes, as well as on other aspects of the survey such as teleworking patterns and views of management. Although the new report lists top agencies by category, fuller rankings come in the annual best places to work report from the Partnership for Public Service, which uses FEVS and other data for that report.
