Schedule A Hiring Authorized for Carrying Out Infrastructure Law

OPM has authorized agencies to use Schedule A excepted service hiring for temporarily filling positions related to the Infrastructure Investment and Jobs Act enacted late last year.

“Agencies need to hire now to fill a variety of essential positions including mission-driven roles: scientists to combat climate change, engineers to repair and rebuild our roads and bridges, and workers to help ensure that every community in America has clean water, just to name a few. These are exciting jobs, and they are critically important,” a memo said.

It says agencies may use Schedule A through September 30, 2027 to fill positions for up to one year to carry out provisions of the IIJA, with extensions possible for up to another year. While public notice is not required, agencies must have procedures for accepting applications and OPM said it “strongly encourages agencies to conduct appropriate recruiting and notice.”

OPM previously had issued a “talent surge executive playbook” and a “talent surge hiring authorities fact sheet” for agency leaders, hiring managers and HR professionals to use in filling positions related to implementing the infrastructure law and other priority needs.
