The House has passed several federal agency management-related bills:

HR-6004, to help agencies modernize their IT systems by addressing impediments in the areas of funding, development, and acquisition practices, including the establishment of agency IT working capital funds—which would draw largely on money that otherwise would be spent maintaining outdated systems.

S-1550, to require major agencies to have a program management improvement officer to implement agency program management policies and develop a strategy for enhancing the role of program managers within the agency, while establishing a Program Management Policy Council within OMB to act as the principal interagency forum for improving agency practices related to program and project management.

HR-5625, which would put into law a recent GSA policy decision allowing reimbursement of federal travelers for using ride-sharing services.

HR-5690, to increase GAO’s authority to obtain federal agency records, including through bringing civil actions if necessary. Further, agencies would have to report to GAO and congressional committees overseeing them on actions taken or planned in response to GAO recommendations.
